School Leadership Standards Redesign Team

Educational Leadership Policy Standards serve as the foundation for anchoring and aligning the profession regarding principal preparation, training, and evaluation of school leaders.  In 1996, the Council of Chief State School Officers released the Interstate School Leaders Licensure Consortium Standards (ISLLC), which were revised in 2008.  To date, 43 states, including Illinois, have either used the original ISLLC Standards in part or in their entirety to guide education leadership policy planning and decisions.  A handful of states, however, have gone beyond the policy foundation that the ISLLC standards provide to develop a more concrete outcomes-based framework for principals as they continually reflect upon and improve their effectiveness as leaders throughout all stages of their careers.  For example, in 2005, Ohio revised their state standards to include the skills and behaviors that principals should demonstrate in each of their five standards and coupled with that a measure to document proficiency and growth in each of these areas.

In 2007, the Illinois Distinguished Principal Leadership Institute (IDPLI) developed a set of outcomes-based standards and assessments for Master Principals, which are designed to improve student performance by expanding the leadership knowledge, skills, and attitudes of principals in the following leadership performance strands:

• Creating and Living the Mission, Vision, and Beliefs
• Leading and Managing Change
• Developing Deep Knowledge of Teaching and Learning
• Building and Maintaining Collaborative Relationships
• Building and Sustaining Accountability Systems

The School Leader Task Force recommended that IDPLI standards be used to inform new state standards for all principals because they are focused on leadership to improve student learning in PreK-12 schools and exceed the Interstate School Leadership Licensure Consortium (ISLLC) Standards on which current licensure is based in Illinois.

The charge to the School Leadership Standards Redesign Team is to draft a set of outcomes-based standards using the IDPLI, ELCC and the revised ISLLC standards as a guide for mapping out what skills and behaviors should guide principals from aspiring through distinguished. The Standards Redesign Team is encouraged to use the work of other states, i.e., Ohio, Georgia, Iowa, and Kentucky as guides.
